Detroit has one of the worst school systems in the country. Just a few years ago, the same could be said about New Orleans schools. But that city rebuilt its school system from scratch after Hurricane Katrina essentially wiped it out.
Today, New Orleans is considered a laboratory for reform, and school reformers in Detroit and other cities are looking to New Orleans to see what might work.
